Special Economic Growth Areas

Three Areas with Unique Economic Opportunities

Three predominantly non-residential areas located adjacent to NAS Oceana have been defined as ‘Special Economic Growth Areas' (SEGAs) targeting land uses compatible with military uses. These areas are identified as East Oceana (SEGA 1), West Oceana(SEGA 2), and South Oceana (SEGA 3).  Special Economic Growth Areas have been designated to help advance our economic development goals.  While these areas are affected by the Oceana Land Use Compatibility Program, each possesses unique characteristics as described below and offer a variety of investment growth opportunities.

The City’s Economic Growth Strategy

The City’s economic development strategy focuses on retaining and improving our high quality business base and attracting new business investments that will strengthen and advance our long term economic vitality.   West Oceana (SEGA 2) encompasses the ‘Oceana West Industrial Park’ and includes a well established mix of corporate office, retail, service and light industrial uses.  Infill development and adaptive reuse opportunities exist here to accommodate similar land uses.  By contrast, Oceana East (SEGA 1) is mostly undeveloped and is positioned to accommodate light industrial uses.  Oceana South (SEGA 3) is emerging as a corporate destination with a number of large tracts of land suitable for research, manufacturing, distribution centers, scientific and other economic growth activities.  The Special Economic Growth Areas are described in more detail in the Comprehensive Plan Policy Document on pages 3-27 through 3-33.  More​​
