The 2009 Comprehensive Plan, winner of the Outstanding Plan Award by the Virginia Chapter of the American Planning Association, serves as the official guide for growth and development within the City of Virginia Beach. It’s Our Future! This web site contains the complete Comprehensive Plan and all of its maps. Paper copies of the full Comprehensive Plan are available for viewing at all Virginia Beach Public Libraries or for purchase at the City’s Planning Department (2405 Courthouse Drive, Room 115, Municipal Center, Bldg. 2).
